The Bill (Reg.№4124) envisages legal, organizational and economic basis of the state policy regarding affordable public housing of he citizens standing in need of housing conditions improvement though having no right for the social housing. Affordable public housing means "built and such that are in the process of building under the state aid dwelling houses (complexes), one-flat dwelling houses and apartments in blocs of flats."
Pursuant to the Bill, the construction expenses for 1 square meter of the total area of the affordable dwelling in the region are defined by the construction-estimate documentation, taking into the account the state building norms.
The right on the affordable dwelling have citizens standing, according to the law, in need of the dwelling conditions improvement if their total average monthly income gives no right for the social dwelling but does not exceed the fourfold rate of the average monthly income in the region according to the data of the executive power body in the statistics sphere.
